The Northern Region Water Board is a Parastatal Organization that was established in 1996 under the Water Works Act, Cap 72:01 of the Laws of Malawi. The core mandate of the Board is to supply potable water to urban, Peri-urban, and upcoming market centers in the Northern Region of Malawi.

The Board seeks to recruit suitably qualified persons to fill the following vacant positions tenable at Head Office in Mzuzu.

 

1.     INTERNAL AUDITOR (GRADE RANGE P3-P1)   TWO POSITIONS

Duties and responsibilities

Reporting to the Internal Audit Manager, the Internal Auditor will, among other duties, be responsible for the following:

  • Assessing and making appropriate recommendations for improving the Board’s governance processes.
  • Examining and evaluating adequacy and effectiveness of internal control and risk management systems of the Board.
  • Reviewing the Board’s compliance with established policies, procedures, regulations, and statutory requirements.
  • Assessing the Board’s Information and Communication Technology Systems to ensure they are operating effectively and efficiently.
  • Carrying out ad hoc investigations when needed.
  • Discussing Internal Audit findings with relevant line managers for corrective action.
  • Preparing internal audit reports that clearly highlight findings, causes, effects, recommendations, management comments, and corrective action plans.
  • Carrying out follow-up audits to assess whether recommendations have been implemented as per the agreed action plans.

Academic and Professional Qualifications

  • A bachelor’s degree in accountancy, Internal Audit or equivalent fields obtained from a recognized university or professional qualifications such as Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), and Association of Chartered Certified Accountants (ACCA).
  • Those with a bachelor’s degree in accountancy or internal audit and also possessing or studying for professional qualifications will have a distinct advantage.
  • At least 3 years internal auditing experience or auditing experience at supervisory or higher level in a reputable auditing firm.
  • Good knowledge of the International Professional Practices Framework.
  • Knowledge of ICT Systems Audit will be an added advantage.

2.     PROCUREMENT OFFICER (GRADE RANGE P3-P1) ONE POSITION

Duties and responsibilities

Reporting to the Procurement Manager, the Procurement Officer will be supporting the Procurement Manager in undertaking various procurement processes including evaluation of suppliers, management of contracts, and management of procurement records. The specific duties for the Procurement Officer shall include the following:

  • Compiling lists of goods and services required and their specifications in liaison with user departments and recommending the appropriate procurement methods.
  • Processing direct importation of goods including obtaining licenses, customs clearing and arranging for shipment using the most economical mode of transport.
  • Studying market trends and making recommendations for coping with negative changes on the market.
  • Undertaking procurement of goods and services and following up all outstanding deliveries.
  • Establishing and managing stock re-order levels for fast running goods in liaison with the Stores Officer.
  • Supervising procurement processes for goods and services procured at Zone and scheme level.
  • Analyzing reports on procurement done at zone/scheme level and making recommendations for improvements where there are shortfalls.
  • Assisting the Procurement Manager in preparing procurement documents.
  • Preparing monthly, quarterly, and annual procurement reports for submission to the Procurement Manager.
  • Providing on the job training to Assistant Procurement Officers and Procurement Assistants.
  • Identifying procurement risks and recommending mitigation measures to the Procurement Manager.
  • Preparing price lists for use during budget preparation processes.
  • Participating in evaluation of bids and proposals for supply of goods and services.

Qualifications and Experience

  • A bachelor’s degree in Procurement and Supply Chain Management or equivalents obtained from a recognised institution.
  • A minimum of 5 years’ experience in procurement or supply chain management in a large and busy organisation
  • A registered and practicing member of Malawi Institute of Procurement and Supply (MIPS)

3.     ASSISTANT PROCUREMENT OFFICER (GRADE RANGE S3-S1):ONE POSITION

Duties and responsibilities

Reporting to the Procurement Officer, the Assistant Procurement Officer will provide support in organizing and executing various procurement processes including evaluation of suppliers, management of contracts, and management of procurement records. The specific duties for the Assistant Procurement Officer shall include the following:

  • Confirming needs for goods with the Stores Unit and verifying approvals by heads of department before authorizing procurement assistants to initiate processing of orders in the system.
  • Inspecting goods received from suppliers in liaison with user units to ascertain compliance with specifications prescribed in the purchase orders.
  • Handing over goods to the Stores Unit with all the required supporting documents.
  • Reporting to the Procurement Officer any goods not compliant with specifications for appropriate corrective action.
  • Monitoring stock re-order levels in liaison with the Stores Unit and advising the Procurement Officer to commence stock ordering processes.

Qualifications and Experience

  • A diploma in procurement or supply chain management or equivalents obtained from a recognized institution.
  • At least three years’ experience in procurement or supply chain management in a large and busy organization
  • A registered and practicing member of Malawi Institute of Procurement and Supply (MIPS)

4.     PROCUREMENT ASSISTANT (GRADE RANGE A3-A1): ONE POSITION

Duties and responsibilities

Reporting to the Assistant Procurement Officer, the Procurement Assistant shall be responsible for the following duties among others:

  • Hiring motor vehicles, plant and equipment required by users upon receiving appropriate instructions and documentation from the Assistant Procurement Officer.
  • Initiating orders for goods and services upon receiving appropriate instructions and documentation from the Assistant Procurement Officer.
  • Collecting quotations from potential suppliers for the supply of goods and services upon receiving appropriate instructions and documentation from the Assistant Procurement Officer.
  • Participating in evaluation of requests for quotations
  • Undertaking prompt filing of procurement documents in a proper chronological order.
  • Participating in inspection of goods to confirm compliance with specifications.

Qualifications:

  • Malawi School Certificate of Education or its equivalent and a Certificate in Procurement and Supply from the Chartered Institute of Procurement and Supply (CIPS) or recognized equivalent institutions.
  • At least one year experience in a similar position in a large and busy organization.

 

5.     STORES ASSISTANT (GRADE RANGE A3-A1): ONE POSITION

Duties and responsibilities

Reporting to the Stores Supervisor, the Stores Assistant shall be responsible for the following duties among others:

  • Maintaining stock re-order levels for fast moving items and reporting to the Stores Supervisor for timely replenishment to avoid stock-outs.
  • Inspecting goods on receipt from suppliers to ensure compliance to technical specifications.
  • Preparing Goods Received Notes (GRN’s) for goods received and ensuring that the goods are accompanied by delivery/consignment notes and invoices from suppliers.
  • Posting information from GRNs into the General Ledger and accounting for stores items.
  • Issuing items from stores to users using dully approved Stores Issue Requisitions.
  • Conducting stock verification to ensure that materials in stores tally with records in the General Ledger and reporting any discrepancies to the Stores Supervisor for remedial action.
  • Ensuring that different types of materials are stocked under recommended storage conditions as advised by manufacturers to avoid losses due to breakages, moisture, and corrosion.
  • Identifying damaged, obsolete, and redundant stocks and submitting reports to the Stores Supervisor for appropriate action.
  • Ensuring safety and security of materials kept in stores by always keeping them under lock and key with adequate safety measures.
  • Ensuring effective warehousing of items on shelves, storage bins, lockable cabinets, stacks, and stockyards for easy access during issuing and stocktaking.
  • Adhering to the provisions of the Corruption Prevention Policy and the Code of Ethics developed by the Board to prevent fraud and theft of items in stores.
  • Preparing monthly stock movement reports for submission to the Stores Supervisor.

Qualifications:

  • Malawi School Certificate of Education or its equivalent and a Certificate in Procurement and Supply from the Chartered Institute of Procurement and Supply (CIPS) or recognized equivalent institutions.
  • At least three years experience in a similar position in a large and busy organization.
  • A registered and practicing member of Malawi Institute of Procurement and Supply (MIPS)

 

6.     STORES SUPERVISOR (GRADE RANGE S3-S1):ONE POSITION

Duties and responsibilities

Reporting to the Stores Officer, the Stores Supervisor will provide support in organizing and executing stores management processes. The specific duties for the Stores Supervisor shall include the following:

  • Identifying fast moving stores items and establishing and maintaining re-order levels to prevent stock outs.
  • Ensuring proper stocking of goods in the warehouse to prevent workplace accidents and pilferage.
  • Conducting regular inspections of stores to identify obsolete and unusable items and recommending their disposal to the Stores Officer in line with the Board’s Asset Procurement, Management and Disposal Policy.
  • Identifying hazardous stores items and designing proper and safe means for their storage.
  • Providing support and on the job training to Stores Assistants.
  • Preparing monthly, quarterly, and annual Stores Management Reports for submission to the Stores Officer.
  • Developing and implementing control mechanisms for the issuing of stores items to users to ensure economy and accountability.
  • Developing a database of items regularly used by Northern Region Water Board in liaison with the Stores Officer.

Qualifications and Experience

  • Malawi School Certificate of Education and a Diploma in Procurement and supply Chain Management or equivalents obtained from a recognized institution.
  • At least five years experience in stores management at a supervisory level in a large and busy organization.
  • A registered and practicing member of Malawi Institute of Procurement and Supply (MIPS)

7.     LIGHT GOODS DRIVER (GRADE RANGE A3-A1):EIGHT POSITIONS

Duties and responsibilities

Reporting to the Human Resource and Administration Manager or his/her delegat, the driver shall be responsible for rendering driving duties to various sections and schemes of Northern Region Water Board. The specific duties for the driver shall include the following:

  • Ensuring security of the vehicle by parking at the right time and right places.
  • Making proper entries in the log book and making sure that all trips are properly authorized
  • Reporting any road accidents to the Human and Administration Manager and Police immediately upon being involved in a road accident.
  • Ensuring that vehicle faults are promptly reported to the Board’s mechanics.
  • Ensuring that when the vehicle is due for service, it is promptly referred to the Board’s mechanics.
  • Ensuring that the vehicle is road worthy by seeing to it that the vehicle has certificate of fitness and insurance.
  • Ensuring that the vehicle is properly lubricated at all times.
  • Cleaning the vehicle regularly.

QUALIFICATIONS

This position requires a mature, well qualified and experienced person. Therefore, candidates should have the following qualifications:

  • Malawi School Certificate of Education (MSCE) or its equivalent.
  • Light Goods Driving License-Class B
  • At least five years post license  driving experience in a busy organization. Those with experience working for a utility organization will have an added advantage.
